SAN FRANCISCO (MarketWatch) — The dollar gained on the euro and pound Wednesday, but slipped against the Japanese yen as stock market gains faded deeper into the red. The Office of Federal Housing Enterprise Oversight loosened Wednesday the strict capital requirements on Fannie Mae and Freddie Mac, allowing them to inject billions of dollars into the sagging mortgage market by buying more loans.
